Shopping block set for major redo in North Dallas’ Preston Center

The owner of one of the largest retail blocks in North Dallas’ Preston Center neighborhood wants to add office and apartment buildings to the mix.

Located south of the Northwest Highway on Westchester Drive, the Preston Center Pavilion has over 230,000 square feet of retail space in one of Dallas’ most affluent neighbourhoods.

Owner Ramrock Real Estate LLC, which acquired the block in 2018, is seeking city approval for new construction on the south side of the block along Luther Lane.

“We want to build 265,000 square feet of office space, 180 units of multifamily housing and 30,000 square feet of retail,” said Robert Dozier, president of Ramrock.

“Offices that we have the right to build. The density we’re looking for is for multifamily housing.”

The new building replaces an almost one-story retail store that stretches along Westchester Drive and Luther Lane, and an older office building on Douglas Avenue. The office and apartment building will be located approximately 12 floors above the ground floor retail space.

A large shopping building containing Target and other retailers at the northern end of the block will remain.

“The plans we have right now don’t envision doing anything with the Target building,” Dodger said. to strengthen it in line with

Dallas architect HKS is designing the project.

The multi-story Preston Center Pavilion Building was originally a mid-20th century department store. In 2002, the building was redeveloped into space for multiple shops.

Dozier said he worked on the redevelopment when he was at Dallas-based Lincoln Property Co.

“It’s a new company that started in October 2017,” he said. “We purchased the property from Crow Holdings and have owned it ever since.”

All new office and apartment parking will be above the new underground and street parking, Dozier said.

“It will replace the retail stores that are there today,” he said. “Luther and his ground floor retail stores along Westchester will remain open.

“This will be the highest quality office and multifamily project in the district.”

HKS’ project plan is to build a beautiful pedestrian street along Luther and run to Douglas with restaurants and outdoor seating.

Preston Center has been one of Dallas’ most expensive office markets for decades. Retailers are targeting upmarket neighborhoods in North Dallas and commercial areas near adjacent University Park.

The development proposed by Ramrock Real Estate is just one of several ongoing projects in the field.

South of Preston Center along Douglas Avenue, developer Lincoln Properties is constructing two skyscrapers that will add office and residential space.

A few blocks east on the Northwest Highway based in Houston Developed by Hanover Co. built a 23-story multi-family high-rise on the site of a condominium that burned down in 2017.
